b) In case, stand post is metered, responsibility for fixing and maintaining it shall be that of owner. VIII. New Bulk supply -
(i) A new bulk consumer shall pay to the MJP deposit in advance,
equivalent to the demand registered for three month’s requirement.
(ii) The minimum charges shall be levied, which shall be specified in the agreement.
(iii) The meter at tapping point on Board’s transmission main will be fixed by the bulk consumers and responsibility of its maintenance shall rest with the consumer.


IX. Minimum Charges for bulk supply :
In case of bulk supplies, the minimum monthly charges shall be as specified in the agreement. However, such minimum charges shall not be less than the charges for a supply of 2ml water per month per connection.


X. Rebate for early payment :

  1. Consumer is required to pay the bill within 15 days from the date of issue of the bill under Section 44(a) of MJP Act. 1976. The consumer is entitled to a rebate of 2% on the amount of current bill, if the consumer pays the bill including arrears within 10 days from the date of issue of the bill.
  1. The consumer having no arrears is entitled to a rebate of 5% on the amount paid in advance of the next twelve months anticipated bill. Anticipated bill shall be based on the average consumption billed in previous two bills.



XI. Delayed payment charges :

A Consumer who fails to pay water charges (including arrears) in a period of 15 days from the date of issued of bill shall be charged delayed payment charges at the rate of 1.00 % per month on all the water charges outstanding against him including arrears on the date on which the period of 15 days after issue of bills ends. In case he fails to pay the delayed payment charges for a continuous period of six months, his supply is liable to the discontinued.

II. Minimum charges for metered connection :

The following minimum charges shall be charged in respect of consumers whose connections are metered but who have notified the closure of the connections due to closure of premises as also in cases where the monthly water charges recoverable are less than the amount indicated below shall be follows :

III. Minimum charges for unmetered connection :

All connections are to be metered and where the meters fixed are not working for more than three months, the consumers shall be charged the minimum tariff indicated below provided the average of three months bill is less than the minimum charges. In cases where three months average bill is more than the minimum charges, the average bill shall be charged.

This application handles property tax, profession tax, rent on Land and building and licenses such as Dangerous and Offensive (D&O), Prevention of food Adulteration (PFA) and Advertisement tax etc. Utility payment services like Hall booking, ambulance, vehicles, crematorium, payment on water bill etc, can also be done through this software.

Sanchaya consists of two modules: 
  1. Sanchaya LB module captures the details of tax payee/institution and demand
  2. Sanchaya Web module (e- payment) is a web based application through which a citizen can check the tax amount due, and remit the taxes through an electronic payment gateway. It also has facility for e-filing of statements online

  3. The handling of property tax is completely streamlined with the use of Sanchaya in these locations. 
  4. Sanchaya e-payment facility is successfully up and running in Corporation of Thiruvananthapuram. It is ready to be commissioned for Kollam and Kozhikode Corporations; Guruvayoor, Kannur and Ottapalam Municipalities; Thanalur and Manjeswaram Grama Panchayats. The facility is available for all the local governments of Kerala, and they only need to finalise the database, to utilise the facility.  
  5. Operational process of e-payment was drafted and it is being issued as a Government Order.
  6. Number of transactions so far is 427, since inception (22-Feb-2011) and up to 30-Nov-2011. Amount collected so far is about ₨ 6,31,278/-. (More publicity is planned to build awareness of the facility)

Every Company transacts business and every person who is engaged actively or otherwise in any Profession, Trade, Calling and Employment with the Chennai Corporation city limits has to pay half-yearly Profession Tax, as per section 138C of Tamilnadu Municipal Laws Second Amendment Act 59 of 1998. The tax rates are given below in the table in Form-2. for assessment of Profession Tax has to make an application for registration. The Corporation of Chennai will assign a permanent number in the style of PTNAN.

Based on the gross income declared by the Half Yearly Profession Tax will be calculated as per the Table given below:

Company Tax

The assessment and collection of Company Tax are coming under the Provisions of tax section 110 and Schedule IV of the C.C.M.C. Act 1919.

If the Council by a resolution determine that a tax on companies shall be levied, every company which, after the date specified in the notice published under sub-section(2) of section 98-A transacts business within the city any half year not less then sixty days with aggregate shall pay, in addition to any licence fee that may be leviable under this Act, a half yearly tax assessed in accordance with the rules Schedule-IV, but in no case exceeding rupees one Thousand.

Companies shall be assessed by the Commissioner on the following scale:

(a) has not exceeded Rs.5,000 shall pay only 25 rupees per half-year.
(b) has exceeded Rs.5,000 but has not exceeded Rs.10,000 shall pay only 50 rupees per half-year:
(c) has exceeded Rs.10,000 but and has not exceeded Rs.20,000 shall pay only 100 rupees per half-year.
(d) has exceeded Rs.20,000 shall pay per half year 100 rupees together with a sum calculated at the rate of 25 rupees per half year for every 5000 rupees of part thereof of gross income in excess of Rs.20,000 subject to a maximum half-yearly tax of 1,000 rupees.
Provided further that when a company, the head or a principal office of which is not in the city becomes liable to tax for the first time, it shall pay in the first year at tax of 25 rupees; but if the gross income of the company during such year is subsequently found to have exceeded 5,000 rupees, it shall pay the tax calculated in accordance with the above mentioned scale less the initial payment of 25 rupees.

Trade Licence:

All the licenceable trades have been booked and collected Licence fees with Conservancy charges. After observing all formalities licence fees were collected and licence issued to the licencees. Accordingly 29046 licencees have paid Rs.6.04 crore towards licence fees for the year 2011-2012 and got the licences.

Payment of Tax

  • Property tax shall be paid within 15 days form the Commencement of the Half Year.
  • Payment can be made in all Zonal Offices and at Ripon Building by Cheque or D.D. in favour of Revenue Officer, Corporation of Chennai.

Delhi Jal Board (DJB) was constituted on 30 March 1998 to discharge the functions of water supply, sewerage and sewage disposal and drainage within the National Capital Territory of Delhi. Prior to this Act the above function were interested with earthwhile Delhi Water Supply and Sewage Disposal Undertaking.

Submission Process of Online Application for new/ enhancement of water supply and
sewerage connection
1) Customer has to apply for New/Enhancement/Feasibility receipt of water or
sewerage connection by logging into HMWSSB website
www.hyderabadwater.gov.in by filling online application form. No physical

2) Alternatively Customer can apply for New/Enhancement of water or sewerage
connection from the Kiosk made available at all the HMWSSB cash counters

3) Entering the Mobile number of applicant is mandatory for any application
4) After entering details such as name, address, locality, area, contact number etc., a
copy the application form will be generated and can be downloaded for printing
from website consisting of customer details along with a unique File Number.
Customer has to refer this File number for all purposes.
5) Customer has to pay the processing fee within one week from date of application if
not the application will be lapsed.
6) An SMS will be sent to consumer requesting to pay processing fee against the file
number.
7) Customers can make payment of processing fee at any of the HMWSSB cash
counters (List of Cash counters with address enclosed) in CASH/ DD (or) Online from
HMWSSB website www.hyderabadwater.gov.in referring the File Number.
8) On receipt of the processing fee an acknowledgement SMS will be sent to the
Customer containing the details of the Section Manager to whom his application is
forwarded for Feasibility with contact number of section Manager.
9) Customer can view the status of application at HMWSSB website
www.hyderabadwater.gov.in at any point of time.
10) Once feasibility is verified by the GM(O&M) concerned, a downloadable intimation
sanction letter will be generated requesting the customer to submit necessary
documents at the O&M Division office to process the file.
11) A copy of intimation letter to customer will be dispatched through post by the
concerned GM (O&M).
12) An SMS will be sent to the Customer with information that the connection is
provisionally approved and with a request to submit necessary documents for final
approval at GM (O&M) Office.
13) Once necessary Documents are verified the GM (O&M) gives final approval for the
feasibility and generates intimation letter for payment of connection charges and
communicates the same to customer by post.
14) An SMS will also be sent to the Customer informing that file has been sanctioned
requesting to pay connection charges. Customer can collect or download the
intimation letter from www.hyderabadwater.gov.in
15) If rejected intimation letter and an SMS will be sent to the customer with reasons for
rejecting the application.
16) Customer can also download the feasibility report and the sanction letter for
payment from the HMWSSB website.
17) Customers can pay Connection charges at any of the HMWSSB counters (or)
online.
18) On payment of connection charges, a Sanction order will be generated and will
be communicated to customer by post by the GM (O&M) concerned.
19) After payment of connection charges an SMS will be sent to customer with the
information of the GB contractor and his contact number who will execute the
connection at customer premises.
20) After releasing the connection the GB contractor will provide the date of boring in
the application screen to generate boring slip, the same will be verified and
approved by concerned section manager.
21) Once connection is approved by the manager Consumer Account Number(CAN)
will be generated.
22) Once connection is released a document will be provided to the customer giving
details ofalong with customer account number

Note :

(i)
         No additional amount will be charged for Flush Laterines, Overhead Tanks, Only Flat Rate tariff will be charged in Rural & Katchi Basties of Urban towns.

(ii)        No additional charges for additional family members. One family will be treated as one consumer irrespective of family members.
Domestic category shall include the consumers who use water for their bonafide domestic purpose. This category is applicable to residential quarters/houses where water is used for bonafide domestic purpose. This Category will also be applicable to :-
(I)         Government educational institutions.
(II)      Places of worship such as Temple/Mosque/Church etc.
(III)   Orphanage/Leper homes/Yatim Khana, registred and recognised  by the Social Welfare Department or any other Government Agency.
(IV)    Circuit House/Dak Bungalow/Rest House/Jail/Children Rehabilitation Home/Mahila Ashram etc.

Note:

(i)
          The consumers which due to having shops in their residential premises categorised under non domestic category as per notification of 12-11-97 shall take the separate connection up to 31-3-99. Till that date billing will be as per domestic tariff rates. From1-4-99, Non domestic rate shall be charged from such consumers.

(ii)          Shops having existing Flat Rate Connection will be charged as per item 3 as above.
The Non Domestic category will include all consumers/establishments not covered by the domestic category and industrial category such as given below:
All type of shops, Offices and Godown, Hospital, Dispensaries, Dharamshalas, Private Educational Institutions, Petrol Pumps without service station, Cottage Industries, Restaurant, Dhabas, Cinemas, Dairy, Motor Garage without service station, Building Construction, Marriage Halls, Nurseries, Railway/Bus Stand, Laundries etc.
6. INDUSTRIAL RATES

The Industrial Category shall include large, medium and small industrial units as defined by Vikas Ayukt (Laghu Udhog) of Government of India and GOR. This category shall also be applicable to all kinds of hotels (large, medium and small Motor Garage with service facility, Petrol Pump with service facility, Poultry Farms, Stone cutting/Grinding and Polishing industries etc.
8. Fixed Charges 
Fixed charges for capital renovation of system. These charges shall be applicable to all category of consumers. No rebate will be allowed on this item.

9. Meter Service Charge Per Month
(a) for 15 mm size 5.00

10. CONNECTION CHARGES
(a) New water connection charges shall be equivalent to one month’s net minimum charges for service connection of  relevant size subject to minimum of Rs. 100/-
 
(b) Disconnection charges will be 50% of new connection charges of respective connection charge.
 
(c) Reconnection charges will be 50% of new connection charges of respective connection charge.
 
(d) One time charge for a new  connection in house having more than ground and first floor.
Rs. 15.00 per sq.mtr. of the total plot area.

(e) One time charge for a new  connection in a group housing scheme if a new connection is required by
a flat owner.
Rs. 15.00 per sq.mtr. of the Flat area.

(f) One time charge for a new connection in a group housing scheme if a common connection is required by the residents of group housing scheme.
Rs. 15.00 per sq.mtr. of the Total Floor area.

(g)  New connection charge for sewer connections Rs. 200.00
11. SECURITY DEPOSIT
(a) Equivalent to three months gross minimum charges for service connection of relevant size, subject to a minimum of Rs. 200/- for owner of house/Establishment.
 
(b) For other persons such as tenant etc. the amount of security deposit will be double of the above subject to a minimum of Rs. 1000/-.
 
(c) The security deposit for temporary connection shall be 1.5 times of the amount calculated as per clause 11 a,b as applicable.
 
(d) The Security deposit for sewer connection having own water supply.

12.  OTHER CHARGES 
(a) Meter testing fee on request from consumers   
(i) Up to 25 mm size of meter Rs. 20/-
(ii) Above 25 mm size of meter Rs. 100/-
(b) Charges for duplicate bill on request by consumers Rs.3.00
(c) Meter Tampering /Damaging/
Theft charges.
 
(1) Meter tampering (for each attempt)  Rs. 100/-
(2) Meter Damaging/Theft    
Full Cost of new meter as per prevailing market rate.
