  1. Minimum Charges for unmetered public stand posts are as under :

b) In case, stand post is metered, responsibility for fixing and maintaining it shall be that of owner. If the meter fixed is out of order for more than three months, charges shall be levied for the consumption of average of last three months or that for unmetered public stand post whichever is more.

VIII. New Bulk supply -
(i) A new bulk consumer shall pay to the MJP deposit in advance,
equivalent to the demand registered for three month’s requirement.
(ii) The minimum charges shall be levied, which shall be specified in the agreement.
(iii) The meter at tapping point on Board’s transmission main will be fixed by the bulk consumers and responsibility of its maintenance shall rest with the consumer.


IX. Minimum Charges for bulk supply :
In case of bulk supplies, the minimum monthly charges shall be as specified in the agreement. However, such minimum charges shall not be less than the charges for a supply of 2ml water per month per connection.


X. Rebate for early payment :

  1. Consumer is required to pay the bill within 15 days from the date of issue of the bill under Section 44(a) of MJP Act. 1976. The consumer is entitled to a rebate of 2% on the amount of current bill, if the consumer pays the bill including arrears within 10 days from the date of issue of the bill.
  1. The consumer having no arrears is entitled to a rebate of 5% on the amount paid in advance of the next twelve months anticipated bill. Anticipated bill shall be based on the average consumption billed in previous two bills.



XI. Delayed payment charges :

A Consumer who fails to pay water charges (including arrears) in a period of 15 days from the date of issued of bill shall be charged delayed payment charges at the rate of 1.00 % per month on all the water charges outstanding against him including arrears on the date on which the period of 15 days after issue of bills ends. In case he fails to pay the delayed payment charges for a continuous period of six months, his supply is liable to the discontinued.

II. Minimum charges for metered connection :

The following minimum charges shall be charged in respect of consumers whose connections are metered but who have notified the closure of the connections due to closure of premises as also in cases where the monthly water charges recoverable are less than the amount indicated below shall be follows :

III. Minimum charges for unmetered connection :

All connections are to be metered and where the meters fixed are not working for more than three months, the consumers shall be charged the minimum tariff indicated below provided the average of three months bill is less than the minimum charges. In cases where three months average bill is more than the minimum charges, the average bill shall be charged.

How to pay Property tax online in Kerala







The Revenue and Licence System“Sanchaya” is an application software suite developed for the computerisation of Revenue System in local governments. This application handles property tax, profession tax, rent on Land and building and licenses such as Dangerous and Offensive (D&O), Prevention of food Adulteration (PFA) and Advertisement tax etc. Utility payment services like Hall booking, ambulance, vehicles, crematorium, payment on water bill etc, can also be done through this software.

Sanchaya consists of two modules: 
  1. Sanchaya LB module captures the details of tax payee/institution and demand
  2. Sanchaya Web module (e- payment) is a web based application through which a citizen can check the tax amount due, and remit the taxes through an electronic payment gateway. It also has facility for e-filing of statements online

  2. General public can create online account to group various properties owned within Kerala. Various activities can be done using a single login. The owner will also get period SMS/ email alerts
  3. Status (payment successful/failed) will be intimated to the payee through email or SMS

Functionality

The URL of the e payment site is www.tax.lsgkerala.gov.in. User has to login to the site and select the services (property tax etc.) offered by the site. The link for the payment will enable the user to make the payment online. Status>>

Achievements

  1. Sanchaya property tax system was made online in these locations http://tax.lsgkerala.gov.in/epayment/OnlineLBs.php  
  2. The property tax data of all these local governments are available online at the website www.tax.lsgkerala.gov.in
  3. The handling of property tax is completely streamlined with the use of Sanchaya in these locations. 
  4. Sanchaya e-payment facility is successfully up and running in Corporation of Thiruvananthapuram. It is ready to be commissioned for Kollam and Kozhikode Corporations; Guruvayoor, Kannur and Ottapalam Municipalities; Thanalur and Manjeswaram Grama Panchayats. The facility is available for all the local governments of Kerala, and they only need to finalise the database, to utilise the facility.  
  5. Operational process of e-payment was drafted and it is being issued as a Government Order.
  6. Number of transactions so far is 427, since inception (22-Feb-2011) and up to 30-Nov-2011. Amount collected so far is about ₨ 6,31,278/-. (More publicity is planned to build awareness of the facility)
